The Complaint Management System is a secure, web-based platform developed to digitize and streamline the end-to-end handling of labour-related complaints submitted by citizens. The system replaces manual and fragmented complaint intake processes with a centralized digital workflow that supports online complaint submission, automated notifications, case routing, officer review, escalation, resolution, and management reporting. By improving accessibility, transparency, and traceability, the platform enables citizens to engage with the Department more efficiently while helping officers process complaints with greater consistency and accountability.

The Challenge

  • The Department of Labour required a modern digital system to improve how public complaints were submitted, processed, monitored, and resolved. Existing complaint handling processes were largely manual, spread across multiple units, and dependent on physical follow-ups, creating delays and limited visibility for both citizens and management.
  • Citizens needed an accessible online channel to submit labour-related complaints without visiting offices physically.
  • Manual intake and routing made it difficult to assign complaints quickly to the correct division or responsible officer.
